  • Overview

    Under the supervision of the Senior Director, Government Relations, the Director, Government Relations is responsible for the daily management, leadership and support of BGCA policy priorities within assigned federal government agencies. This includes planning and implementation of work related to BGCA Federal policy initiatives and Capitol Hill. This position manages and executes BGCA’s policy and funding strategies, as well as the interaction with Congress, Federal agencies and their staffs.  Together in teamwork with the Senior Director this position is vital to our ultimate goal of doubling revenue from federal sources by 2025.  


    Under direction of the Senior Director, Government Relations:

    Assist in executing BGCA’s Federal policy and advocacy strategies including securing support from Congress and agencies for BGCA policy priorities and all related elements.

    Engage with Agency, House and Senate staff and other stakeholders that are instrumental in garnering support for BGCA Federal funding and policy goals.

    Identify emerging opportunities relevant to BGCA goals and work to diversify funding pipelines

    Attend Congressional and Agency meetings, hearings, briefings, testimonies, etc. and document these meetings in the designated program and disseminate to stakeholders with assignments for follow-up. 

    This position ensures that follow-up assignments are completed and documented.  

    Assist with positioning BGCA leadership to testify as an expert on youth development programs.

    Assist in engaged participation of board members, to support effective board functions, reports and roles and to ensure the board and board committees are provided with timely information. 

    Monitor, interpret and disseminate information on actions by the Federal Government that impact local Boys & Girls Clubs.

    Work with national staff to strengthen overall BGCA Federal policy strategies and the government relations plan of work. 

    Assist with other duties/projects as assigned by the Senior Director, Government Relations.

    Support the Government Relations team regarding BGCA Federal policy strategies, including development of materials to be used on the Hill and with agencies, identifying and cultivating champions for BGCA policy priorities.  

    Support implementation of advocacy events, coalition building, advocating, letter writing and grassroots work, including implementation of annual legislative day events coupled with Youth of the Year events, Capitol Hill Day events, and National Day of Advocacy.


    Participate in state, regional, and national staff meeting and conferences.

    Engage an outcome-focused collaborative work style with open and regular communication and coordination with other Government Relations counterparts.

    Adhere to organizational policies and procedures as described in BGCA's Employee Handbook, Ethics Policy and elsewhere.


    No direct Reports. May monitor and coordinate the work of temporary employees and student interns


    Bachelor's degree or education/experience equivalency preferred

    Minimum of three to five years of experience on Capitol Hill, Agency or related government relations experience.

    Demonstrated successful experience in engaging in advocacy activities, working with Federal agency policy makers and their staffs. 

    Working knowledge of the Federal policy process and ability to draft legislative text, including authorization bill and report language.

    Extremely motivated individual with the ability to take initiative and work as a team player; understands the processes of Congress, Executive Branch, and assigned Federal Agencies. Strong written and verbal communication skills; demonstrated ability of strategy development and execution and prioritization of work. Demonstrated high standards of ethics and integrity; self-starter with ability to anticipate department needs and respond to those needs; builds trusting long-term relationships with individuals and organizations; creates and communicates tactical objectives and action plans; Acts as a good steward of resources; excellent customer service skills; proficiency in Microsoft Word, Excel, Outlook and the internet.

    High energy, motivated, confident, and creative; ability to work for prolonged periods at high levels of activity, managing multiple tasks with varying deadlines; ability to exchange, clearly and concisely, ideas and fact, both verbal and written.  Superior interpersonal abilities.  Ability to get along with diverse personalities, tactful, mature, flexible.  Good reasoning abilities and sound judgment. 


    Normal internal working environment.

    Approximately 10% travel.

    The individual selected for this position must possess and maintain a valid driver’s license and be able to navigate areas of the country by using a map or other direction methods.
