LOCATION: This position is on-site, office-based in Atlanta, GA (hybrid model - 3 days remote / 2 days in office- Tuesday & Wednesday)

 

JOB SUMMARY

Under the general supervision of the Director, Federal Grants TRAIL, the Analyst, Federal Grants Programs & Performance, in accordance with 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards) and all prescribed federal agency guidelines, related requirements, and BGCA federal funding policies, is responsible for supporting the appropriate and compliant development, communication, measurement, tracking, monitoring and reporting  of the financial and program requirements and performance of Boys & Girls Clubs of America (BGCA) federally funded pass-through grants. Primary focus is to collect accurately and compliantlydocument, report upon and ensure federal funded programs and performance delivery of sub-grantees with optimal impact and return on investment of federal funds entrusted to BGCA.

Responsibilities

ESSENTIAL FUNCTIONS 

  • Support the Director, Federal Grants TRAIL in ensuring that all pass-through program and performancetracking, and accountability guidelines are administered effectively and in full compliance with all applicable federal regulations, standards, policies, and procedures, including those stipulated in 2 CFR Part 200 and applicable federal agency financial guides. 
  • Support the Federal Grants Impact and Performance team in ensuring that programmatic requirements are appropriately tracked and reported to BGCA for OJJDP-funded mentoring programs.  
  • Contribute to the development of standard and specialized pass-through grant requirement frameworks in accordance with stipulations of award letters, grant objectives, funding requirements, special conditions, federal and BGCA regulations, etc. 
  • Develop and provide effective technical assistance, information, monitoring and management systems to Clubs. 
  • Support and ensure accuracy, completeness, timeliness and compliance of program and performance measurement collection, reporting, trackingmonitoring and accountability for federal pass-through grants. 
  • Oversee and monitor applicable program & performance requirements, along with local Club performance on programmatic deliverables and coordinate and/or implement resulting action plans for delinquent, non-compliant and defaulted performance on individual programmatic pass-through grant requirements, and/or pass-through funded projects in need of specialized remedial or mitigating measures. 
  • Assist in placing and monitoring of programmatic performance-based holds on pass-through funding. 
  • Provide technical assistance/education and related communications to BGCA staff, local Clubs staff, various consultants, and other stakeholders.  Support communication and direction for consistent, compliant interpretation of federal and organizational guidelines for grant-funded programmatic deliverables. 
  • Support federal grants media management and development, including but not limited to webinars, live training, program best practices, Grants Central newsletter, bgca.net, bgca.org and special notifications. 
  • Develop, maintain, and appropriately utilize positive, productive relationships with federal agencies to ensure compliance with federal specifications, and satisfactory performance of federally funded initiatives. 

ADDITIONAL RESPONSIBILITIES 

  • Perform special projects or assignments as required by the National Vice President, Federal Grants, and Senior Directors, Federal Grants. 
  • Demonstrate BGCA mission driven values of integrity, excellence and inclusion and integrate into work environment and ways of work. 
  • Adhere to organizational policies and procedures as described in BGCA Employee Handbook, Ethics and elsewhere.  

SUPERVISION EXERCISED 

  • No direct Reports. May monitor and coordinate the work of temporary employees.

Qualifications

EDUCATION & EXPERIENCE 

  • Bachelor’s degree, or education/experience equivalency required. Prior experience with BGCA, local Boys & Girls Clubs and/or similar agenciesincluding some experience managing programmatic deliverables preferred. 

ABILITIES 

  • Competency in Microsoft Office software, including intermediate Word, OutlookExcel, and Access skills. 
  • Excellent human relations skills, problem solving and ability to establish and maintain contacts with other departments and agencies, and work as part of different teams.  
  • Excellent customer service skills.   
  • Demonstrated high standards of ethics and integrity.   
  • Excellent written and verbal communication skills.   
  • Accuracy and attention to detail; planning and organizing; record keeping.   
  • Strong skills developing, implementing, and managing systems and processes to track project deliverables, program performance, and other data.  Ability to analyze relevant data and develop appropriate follow-ups where necessary. 

ENVIRONMENTAL & WORKING CONDITIONS

  • Normal internal working environment.  
  • Approximately 2% or less travel.  
  • The individual selected for this position must possess and maintain a valid driver’s license and be able to navigate areas of the country by using electric direction methods.
